The Great Schism of 1054
Jesus prayed for the church on earth to be one (John 17), and those who recite the Nicene Creed affirm a commitment to “the one, holy, catholic, and apostolic church.” Such unity, however, often seems to escape us in practice.
You had to see it to believe it. During the pope’s September 2010 visit to the United Kingdom, one protester’s sign stood out, far out, from the others. In large markered letters on the back of a pizza box, the theologically minded protester declared, “Drop the Filioque!”
Filioque: Why All the Fuss?
Assuming that protester was merely seeking to get noticed, the sign worked, landing him television coverage and a few interviews. But why did he oppose that phrase? And what does that phrase even mean?
The single Latin word on the sign means “and the son.” And this single Latin word holds the dubious honor of being one of the main factors responsible for the largest church split to date: the Great Schism in 1054 between the Roman Catholic Church in the West, with its seat of power in Rome, and the Orthodox Church in the East, with its seat of power in Constantinople. That’s a lot for a single word to bear.
Theologians in the West were drawn to filioque because it reflected their understanding of the Trinity. They believed the Holy Spirit proceeds from the Father and the Son. In AD 598, at the Council of Toledo, the Western church officially adopted the phrase and amended the Nicene Creed (from 325/381) accordingly. Since 598, the churches in the West have said the extra Latin word when reciting the creed. Christ’s teaching in John 16:7 offers biblical warrant for the phrase. Eastern churches, however, never appreciated that argument.
The Eastern churches, while affirming the Trinity as three persons in one substance, tend to emphasize the threeness of the Trinity, the individual persons. The West, again while affirming the orthodox definition of the Trinity, tends to emphasize the unity of the Godhead.
If we fast forward from the late 500s to the middle of the 1000s, we find that this ever-contentious phrase acutely came under the spotlight. And here’s where things get complicated, as politics (both in the empire and in the church), theology, and personalities all got jumbled together. The Western and Eastern churches were headed for a showdown.
Showdown at the Hagia Sophia
One can almost wonder how the church managed to stay together until 1054. As far back as the 300s, the Eastern and Western churches had distinct cultures and languages (Greek versus Latin), distinct liturgical or worship practices and emphases, distinct theological methods, distinct seats of power and autonomy (Constantinople versus Rome), distinct emperors, and distinct ecclesiastical leaders (the patriarch versus the pope).
These differences were pronounced and would easily flare up. Such was the case in 1054. In fact, what happened in 1054 may very well be seen as making explicit what had long been implicit.
Michael Cerularius, patriarch of Constantinople, had condemned the Western churches for the practice of using leavened bread for the Eucharist. Leo IX, the Roman pontiff from 1049–1054, dispatched emissaries to iron out the differences. These efforts at diplomacy failed miserably. The more the two sides talked, the more they disagreed. Neither side flinched, causing Leo IX’s legates to enter the Hagia Sophia (the most important church in Constantinople and seat of the Eastern patriarch) and place a papal bull of excommunication on the high altar.
Cerularius countered by convening a council of bishops that condemned Pope Leo IX and his church, too. Among the reasons was the filioque clause. The Western church, he argued, had overstepped its bounds when it amended the Nicene Creed. The Eastern church had remained pure and true. The addition of filioque became a convenient hook upon which to hang all the contention and disagreement between the churches.
So on July 16, 1054, the “one, holy, catholic, and apostolic church,” as the Nicene Creed puts it, split. And then there were two.
After 1054
Attempts were made to heal the breach, but none succeeded. When the Western church launched the Crusades, all hopes for a reunion faded. During the Fourth Crusade, in the early years of the thirteenth century, European armies sacked Constantinople, apparently distracted from their mission of securing the Holy Land. One historian of the Crusades describes the three-day siege of the city as leaving in its wake “ghastly scenes of pillage and bloodshed.” The great and ancient city of Constantinople was reduced to rubble and left in shambles.

Whatever Became of Family Worship?
Whatever our contemporaries may think about family worship, I believe it’s a vital practice for the health of our families, our churches, and our society. Pastor Jerry Marcellino refers to it as the “Lost Treasure” that needs to be “rediscovered.” I agree that family worship is a lost treasure. But rather than using the word “rediscovered,” I would use word “recovered” or “restored.”6 It’s not enough that we rediscover and admire an old relic from the past. Family worship is a practice that needs to be restored in our homes.
I attended a Christian university along with approximately five-thousand other students, most of whom came from Christian homes. Although I never conducted an official survey, my general impression was that very few of my fellow Christian students had grown up in homes where family worship had been regularly practiced. It seemed to be a foreign concept to most of them. I believe the general ignorance concerning family worship demonstrates just how far Christian families have departed from their Christian heritage.
Family Worship: A Household Word
There was a time in the early days of this nation when family worship was a “household word” (no pun intended). Generally speaking, Christian families understood it to be their duty to conduct in family worship in the home. For example, in 1677 the congregational church of Dorchester, Massachusetts, composed and signed a written covenant in which they pledged to faithfully carry out their Christian duties. Included among their resolutions, they promised
To reform our families, engaging ourselves to a conscientious care to set up and maintain the worship of God in them and to walk in our houses with perfect hearts in a faithful discharge of all domestic duties: educating, instructing, and charging our children and our households to keep the ways of the Lord.1
In like manner, the church in Boston, Massachusetts, whose pastor was the notable Increase Mather, made the following commitment to conduct family worship:
We promise (by the help of Christ) that we will endeavor to walk before God in our houses, with a perfect heart; and that we will uphold the worship of God therein continually, according as he in his word requires, both in respect of prayer and reading the Scriptures, that so the word of Christ may dwell richly in us.2
James Packer is correct when he informs us that “family worship was . . . vitally important [to the Puritans]. Every home should be a church, with the head of the house as its minister. Daily and indeed twice daily, the Puritans recommended, the family as a family should hear the word read, and pray to God.”3
Family Worship: A Forgotten Practice
Unfortunately, this Puritan commitment to family worship slowly weakened. Nearly a century later, Isaac Backus, a Baptist leader, called attention to this decline. Describing the spiritual condition of the land in 1766, he wrote
New England has formerly been a place famous for religion in general, and for Family worship in particular. But of late, the neglect of this, as well as other religious duties, has evidently been growing upon us; which has caused much grief to pious souls. But I have not heard that any discourse has been published upon this subject here these many years…. there have lately been numbers remarkably awakened in some parts of the land, who were trained up in the neglect of Family Prayer, and who are still at a loss about the Scriptural authority for the daily practice thereof.4

Reasons for PCA Presbyteries to Vote Against Amending BCO 15 Regarding Commissions
In summary, these changes would make the PCA a less “grassroots Presbyterian” denomination. They would have the effect of making Presbyteries weaker—weaker in comparison to the General Assembly and weaker in relation to their own judicial commissions. They would concentrate power at “the top” of our denomination, and place important powers of presbytery into the hands of “the few.” Presbyteries would be wise to reject these changes to our BCO.
Against Item 3
Among the items the 49th Presbyterian Church in America (PCA) General Assembly sent down to Presbyteries for approval is Item 3 (Overture 25 from the Houston Metro Presbytery). This overture would amend chapter 15 of the Book of Church Order (BCO), changing the way that Presbytery judicial commissions handle cases.
Under the current system, Presbyteries may commit a judicial case to a commission, but the commission cannot conclude the case it is given. Rather, after trying the case, the commission must submit a full statement of the case and the judgment it rendered to Presbytery. Then, without debate, Presbytery either approves or disapproves the judgment.[1] To put it simply, the commission does all the work of the trial, but the Presbytery approves the final decision.
The proposed amendment would change two things. First, it would make the judgment of judicial commissions final: Presbytery would not have to approve anything. Second, it would require that complaints related to the case be heard by the commission that tried the case, not the Presbytery as a whole.[2]
These changes are not flashy or outwardly exciting. They intend to simplify our BCO, making all Presbytery commissions function similarly, and removing an extra step from our already complex judicial process. However, these changes would prove inadvertently detrimental to our church and her government.

Grassroots Presbyterianism
The PCA is often described as a grassroots Presbyterian denomination. One of the easiest ways to understand what grassroots Presbyterianism means is to look at what our Book of Church Order says about two things: power and parity.
Power
Our BCO specifies that the power to make judgments affecting the life of the church belongs to the elders of the church acting jointly in a church court.[3] The Lord Jesus has committed this power exclusively to the courts of the church, and so in the PCA it belongs exclusively to Sessions, Presbyteries, and the General Assembly.[4]
Because Christ gave this power specifically to the courts of the church, courts can never delegate this power to some other body. Just as an elder cannot delegate his preaching responsibility to a non-elder, a church court cannot delegate their responsibility to make binding judgments of doctrine and discipline to some other body of Christians.[5]
Parity
The PCA BCO also specifies that there is parity across the various courts of the church. One often hears about one kind of parity in the PCA—the parity between ruling elder (RE) and teaching elder (TE). Though TEs have been given the special responsibility of Word and Sacrament ministry, they and REs are the same thing at the end of the day: elders.
The same can be said about church courts. Sessions, Presbyteries, and the General Assembly differ in certain respects, but at the end of the day they are all “Presbyteries” in that each is composed of presbyters.[6] This means that Sessions, Presbyteries, and the General Assembly all possess the same inherent powers (BCO 11-3, 4). A Session has just as much right to resolve a question of doctrine, or judge a discipline case, as the GA, and the decision of each is equally binding.[7]
Protecting the PCA
These features of grassroots Presbyterianism aren’t just interesting “distinctives” of the PCA. They have the very practical effect of guarding the church against hierarchical Presbyterianism and oligarchical Presbyterianism.[8] These two deformities of biblical polity aren’t just imagined boogeymen. They are legitimate dangers to the life of the church, and were instrumental to the decline of both the Northern and Southern Presbyterian churches in the 20th century.
In a hierarchical polity, a higher court has more power than a lower court, and ends up dominating it. There is no longer parity between the courts. In such a situation, the General Assembly would wield inordinate power over Presbyteries and Sessions, giving it great power to steer the entire denomination. Even the barest majority of the Assembly would be able to direct the church on any ecclesial matter.
In an oligarchical polity, power resides not in courts, but in committees.[9] The courts lose their exclusive right to exercise their God-given powers, having delegated them to smaller groups of men. These groups of men functionally replace the courts of the church. Even though power formally resides in the court, the court is held captive to the committees which practically exercise all the power.
All one needs to do to see the danger of these two polity dynamics is imagine that your “side” is in the minority at the General Assembly, or the minority of the various committees of the courts. Regardless of what “side” one is on, we all should want to preserve the grassroots nature of the PCA.
Protecting Grassroots Presbyterianism
The proposed amendment to BCO 15 would have two effects that damage grassroots Presbyterianism in the PCA. First, it would weaken Presbyteries in comparison to the General Assembly. Presbyteries would lose power that the Assembly would maintain—the power to correct any perceived error in the action of a judicial commission—making the Assembly a more powerful court. Presbyteries would then have to rely on the Assembly for something they formerly were able to handle themselves. Second, it would weaken Presbyteries in comparison to their judicial commissions. Presbyteries would have no natural mechanism to overrule a judicial commission, making commissions unduly powerful and functionally independent of the Presbytery itself. These effects would make the PCA both more hierarchical and more oligarchical—the Assembly would have more power than Presbyteries, and Presbytery judicial commissions would be functionally unaccountable to Presbyteries.
A Practical Example
These problems with Item 3 might seem theoretical at first glance, and perhaps minor in nature, but they would become very real when a messy discipline case comes before Presbytery. Imagine that a discipline case arises in your Presbytery and that Presbytery refers it to a judicial commission. Under the amended version of BCO 15, the commission conducts a trial, renders a judgment, and ends the matter. But what happens if it becomes apparent to the great majority of Presbytery that the commission erred in its judgment? These members can raise a complaint, but the same judicial commission would now hear and adjudicate the complaint. If they dismiss the complaint, then there is nothing else the members can do at the level of Presbytery. The commission’s judgments on the case and the complaint reign supreme. In a real way, the commission has replaced Presbytery in the exercise of judicial power. The commission has the power here, not Presbytery. The only recourse Presbytery has now is to raise the complaint to the General Assembly. Rather than having the natural power to overrule their commission, they must rely on what amounts to a more powerful court to rectify the matter.
Now consider the above scenario under the current version of BCO 15. The commission has erred. A great majority of Presbytery believes them to have erred. To correct the error, these Presbyters need not complain to the commission and then raise the complaint to the General Assembly if that proves unsuccessful. All they need to do is not approve the recommended verdict of the commission. They then can either assign the case to a new commission, or try the case as a whole. Presbytery reigns supreme over its commission, and it does not need the General Assembly’s help or permission to do so.
The amendment to BCO 15 would lead to powerful judicial commissions and weak presbyteries, both of which would damage the PCA’s grassroots Presbyterianism.
An Amendment Without Good Reason
Item 3 originated as Overture 25 from Houston Metro Presbytery. In the overture, two main reasons are given for amending BCO chapter 15. First, it is said that requiring Presbytery to ratify the decision of a judicial commission is “a source of confusion and misapplication by Presbyteries.”[10] While I can readily sympathize with BCO-induced confusion, I have a hard time doing so with the matter of Presbytery judicial commissions. The very first sentence of chapter 15, which has the title “Ecclesiastical Commissions,” explicitly states that Presbytery judicial commissions operate differently than all other commissions, and references the paragraph within the chapter that sets forth the rules governing them.[11] Surely at least one member of Presbytery would think to read chapter 15 when Presbytery seeks to establish a judicial commission!
Of greater interest is the second reason given in the overture. It is said that requiring Presbytery to ratify the decision of a judicial commission runs counter to the purpose of commissions in general. Commissions are supposed to “deliberate upon and conclude the business referred to it,” but Presbytery judicial commissions are not fully allowed to do so.[12] This reason is a far stronger one, as it suggests that BCO 15 arbitrarily distinguishes between types of commissions, and therefore it arbitrarily restricts the power of Presbytery to address its own business.
Nevertheless, and contrary to Overture 25, there is good reason to distinguish between judicial and non-judicial commissions of Presbytery. The key difference between these two types of commissions is how they relate to the judgments that Presbytery makes. Consider a common commission of Presbytery: an ordination commission. It deliberates upon a number of matters relevant to the business of ordination (day, time, giving a charge, etc.) before concluding the business (actually ordaining a person). However, the commission does not judge that the man is ordainable. That judgment has already been determined by the Presbytery as a whole. The commission simply carries out the will of Presbytery.
The above example helps us to see why it is proper to distinguish between judicial and non-judicial commissions of Presbytery. In the case of the ordination commission, the Presbytery has already made a judgment on the matter at hand (ordination) and the commission enacts this judgment. In the case of a judicial commission, the Presbytery has not made a judgment on the matter at hand (the guilt or innocence of the accused). Indeed, it is part of the very nature of a judicial commission that Presbytery cannot have made any judgment at all—that is what a trial is for. Because there is no judgment, the commission has no right to enact any judgment. The judgment of the commission only becomes final when the Presbytery makes it their own.
Conclusion
The PCA is not perfect, and neither is our polity. But the glorious thing about our polity is that it can be more and more conformed to the command of Scripture. The Lord Jesus Christ is King and Head of the Church, and He has appointed a government for it. It is our duty to conform our polity to the appointment of our King. While he reigns supreme over the Church as an exalted King, he administers his government through lowly elders. In his perfect wisdom, He has given the responsibility of judgment to elders acting together in courts, not acting individually. We cannot improve on this, and our polity should reflect these principles as clearly as possible.
Rather than clarifying these principles in our polity, Item 3 obscures them. Therefore, it should be defeated.

Put Not Your Trust in Princes—An Exposition of Psalm 146
Jesus is the God of Jacob and that great king who reigns from Zion. This is why the people of God assemble together to “praise the Lord” and offer “hallelujahs” unto our creator, redeemer and covenant Lord. Jesus accomplishes all of things through his word and through his sacraments. Therefore, let us do as the Psalmist exhorts us to do. Let us “praise the Lord!” Let us “praise the Lord as long as we live.” Let us “sing praises to our God while we have our being.” For “the Lord will reign forever, the God of Zion for all generations.”
Background to the 146th Psalm
My guess is that almost everyone reading this can recite the 23rd Psalm from memory. Yet can you recite Psalm 146 from memory? Probably not. Although not as well known as the 23rd Psalm, Psalm 146 is certainly worthy of our time and study. Consider the fact that Christians frequently use expressions like “praise the Lord,” and “hallelujah.” Where do these expressions come from and why are they used? These expressions come from biblical passages like Psalm 146. Like many other Americans, Christians are prone to place their trust in great men (politicians, military heroes, people of fame, wealth, and power), because such people can exercise influence upon over lives and our ways of thinking. But in Psalm 146, we are reminded not to place our trust in anyone or anything other than God, who is the creator and sustainer of all things. And then it is our Lord Jesus who alludes to this Psalm when beginning his messianic mission. So there is much here for us to consider in the 146th Psalm.
Psalm 146 is representative of an important group of five Psalms at the end of the Psalter, the so-called Hallel Psalms (146-150). As we will see, Psalm 146 is a joyful Psalm of praise. Together with Psalms 147-150, these five Psalms bring the fifth Book of the Psalms (Psalms 107-150), as well as the entire Psalter, to a close. The five Hallel Psalms are classified as “Psalms of praise,” and are used as daily prayers in most synagogues. Collectively these Hallel Psalms reflect a sense of joy and delight and although not as well-known as other Psalms (such as Psalm 23) this group of Psalms does include Psalm 149 (in which we are urged to “sing a new song”) and Psalm 150 (with its famous refrain, “let everything that has breath praise the Lord”).
Psalms of Praise
There are Psalms written by David, Moses, and the sons of Korah. Psalms are used in the temple (for worship), royal Psalms (with messianic implications), wisdom Psalms, and a Psalm such as the well-known 23rd Psalm, often classified as a “Psalm of trust.” Here, we consider another genre (or form) of Psalms–a Psalm of Praise. This Psalm has been used as the text for several German hymns, and Isaac Watts’ hymn “I’ll Praise My Maker While I’ve Breath” is also based upon this Psalm. The 146th Psalm is a Psalm which directs us to offer praise to the Lord, as well as to exercise great care in choosing in whom we place our trust.
As a so-called Psalm of Praise (and part of a section of the Psalter devoted to praise), this Psalm is often called a Song of Zion (because of the reference to Mount Zion, in v. 10). It was almost certainly composed for use in the temple.[1] As with other Psalms (especially those used for worship in the temple), the authorship of Psalm 146 is unknown. Ancient Jewish tradition identifies Psalm 146 and 147 as coming from prophets Haggai and Zechariah, and therefore to the fact that these Psalms were written for use in the temple after Israel returned from the exile in Babylon, making these Psalms among the most recently written in the Psalter. There is nothing in these Psalms which ties them to either of these prophets, so it is probably best to consider this Psalm’s authorship as undetermined (unknown).[2]
An Exhortation to Praise the Lord in Private and in Public
Psalm 146 opens (vv. 1-2) and concludes (v. 10b) with an exhortation for the people of God to praise the Lord (individuals who assemble together for corporate worship). Verses 3-4 call for us to renounce our dependency upon kings and princes, while verses 5-6 remind us that God is creator. In verses 7-9 we read of our sustainer and covenant Lord, who is the great king (v. 10a).[3] There is also a progression in this group of five Hallel Psalms from the individual’s praise of God (Psalm 146:1), to the people of God offering him praise collectively (Psalm 147:1, 12), with their praises ultimately extending to the heaven and earth (Psalm 148:1, 7). These five Psalms wrap up the Psalter by affirming that God’s word goes out to the end of the earth (Psalm 149) until everything that has breath praises the Lord (Psalm 150).[4] This arrangement of these five Psalms is certainly not accidental.
We now turn to the text of Psalm 146. In the opening two verses we read, “Praise the Lord! Praise the Lord, O my soul! I will praise the Lord as long as I live; I will sing praises to my God while I have my being.” The Psalm opens with the call to “Praise the Lord” (the Hebrew is hallelujah). This call is an imperative (a command) to praise the Lord which is followed by a heart-felt desire to obey the command– “I will praise the Lord as long as I live.” The idea seems to be that each one of us as individuals offers our heart-felt praises (hallelujahs) to the Lord. Although each one of us praise the Lord, in the Psalm, God’s people come together and form a chorus (i.e., public worship), of people who praise the Lord all our lives.
To put it another way, as the people of God we are called together to praise the Lord and together we form an assembly (all those individuals who praise the Lord from the heart). We are to do so throughout the course of their lives. The point is that our praise of God is not a momentary thing–“oh yeah, I praised the Lord once,” but such praise to be the pattern of our lives (“as long as I live,” “while I have my being” I will praise the Lord). It is not a stretch to say that the contemporary application is that we not be Easter and Christmas Christians, but we make both the individual and corporate praise of God an important and frequent part of our lives. In other words, corporate Lord’s Day worship is the appropriate place for the people of God to praise our Lord and offer up to him our hallelujahs.
Princes Are Necessary, but Cannot Save Us From Sin
This call to praise the Lord has important ramifications. Because we are to “praise the Lord” all our lives, we are not free to direct such heart-felt praise to anyone else. In verses 3-4 the Psalmist tells us, “put not your trust in princes, in a son of man, in whom there is no salvation. When this breath departs, he returns to the earth; on that very day his plans perish.” While we are to praise the Lord, we are not to praise kings or princes. Yet as soon as we say this, some clarification is needed because elsewhere Scripture seems to say otherwise. As we read in 1 Peter 2:17, “honor everyone. Love the brotherhood. Fear God. Honor the emperor.” In 1 Timothy 2:1-3, Paul, like Peter, writes,…first of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way. This is good, and it is pleasing in the sight of God our Savior.
The idea expressed by the Psalmist is not that princes are kings are unimportant, and therefore not to be honored. Kings and princes (or even presidents and prime ministers) are raised up by God, and play vital roles in the civil kingdom where they exercise legitimate rule and authority. Because this is the case, Paul says, we are to honor our leaders, pray for them (which should be done every Lord’s day in the pastoral prayer), and even obey them as long as what they command does not conflict with the word of God. But the Psalmist says we are not to trust them or praise them in the same manner in which we trust and pray to God. A Christian can serve the king, the prince, or the president, but not Der Fuhrer or the Caesar who claims divine rights and prerogatives for themselves. Such a ruler is an Antichrist.
The Psalmist’s point is that all rulers in the civil kingdom remain sinners, and despite their earthly prestige and power stand before God on the day of judgment just as the rest of us do when we die. This is why in Psalm 118:8-9 we read, “it is better to take refuge in the Lord than to trust in man. It is better to take refuge in the Lord than to trust in princes.” We have no business trusting (having faith) in those men and women whom God has made, rather than trust in their creator. In chapter 35:2, Isaiah makes the point that on the day of judgment “the fool will no more be called noble, nor the scoundrel said to be honorable.” Great men and women are often not so great. In Psalm 116:11, we are reminded of the grim reality that “all mankind are liars.” Because they too are fallen, kings and queens cannot save us from the guilt and power of sin. Eisenhower, Churchill, and Stalin “saved us” in a sense from the tyranny of men like Hitler, Mussolini, and Tojo. Yet, because all of these men are sinners in need of a savior, not one of them could do a single thing about the guilt and power of sin. Salvation from sin can only come as a gracious gift from the Lord, not from any king or prince.
